CHENGDU: Snowflakes, when they come, make headlines in this capital of Southwest China's Sichuan Province, which is often balmy in winter.

Many visitors have long ignored Sichuan when choosing a winter tourism destination. Cities in Northeast China such as Harbin, capital of Heilongjiang Province, which stages an ice and snow festival every year hold a far greater attraction for these tourists.
