Aristide Renounces Treaty Allowing Return of Haitians

Deposed Haitian President Jean-Bertrand Aristide informed President Clinton yesterday that he is abrogating the 1981 treaty under which the United States claims the right to intercept Haitian boat people at sea and forcibly return them to the island.

White House officials confirmed they had received a letter from Aristide to Clinton but declined to comment immediately.
