Bush sees rising economy, reelection President, meeting with Britain's Major, defends opposition to key Rio treaty

CAMP DAVID, Md. -- Describing himself as a fighter who does best coming from behind, President Bush predicted yesterday that "economic recovery is at hand" and will lead to his reelection in November.

At a joint news conference with Prime Minister John Major of Britain, both were diplomatic about their differences over signing a biodiversity treaty at the Earth Summit in Rio de Janeiro later this week. Major indicated he will approve the treaty with reservations, but Bush said he will not.
