UZBEKISTAN MAY EASE US USE OF TERRITORY PRESENCE OF TROOPS IS ACKNOWLEDGED

TASHKENT, Uzbekistan - This former Soviet republic yesterday moved
closer to allowing US troops to use its territory for more than
humanitarian and rescue missions.
A joint US-Uzbek statement, read on national television here, said
that Uzbekistan had agreed to let American forces use one of its air
bases "first of all" for humanitarian purposes. The carefully phrased
statement, the first time the secretive Uzbek regime has publicly
acknowledged the presence of American troops who started arriving
