Eight months after the Ukrainian government defused a Russian secessionist movement here in the Crimean peninsula, it faces rising pressure from another group -- the Crimean Tatars.

From 1992 until 1994, the separatist passions of Crimea's ethnic Russian majority roiled Ukraine's politics and strained its relations with Russia. Now, the Ukrainian government in Kiev is working to build a new political order on this strategic Black Sea peninsula to prevent any revival of separatism.
