Calling Harvard Pilgrim Health Care's financial distress a crisis, House Speaker Thomas M. Finneran said last night the use of state tax funds should be "a last resort" to keep the region's largest HMO from failing. But he did not rule out a state role in saving the sinking health plan.

In an interview, Finneran said it is "very, very premature to talk about a state bailout of any of the HMOs." But he signaled the Legislature's readiness to grapple with the Harvard Pilgrim emergency.
