If there is anything Republicans have learned, it's that a vote to extend the soon-to-expire independent counsel law is also a vote of confidence for the person who turned the law into a big political liability for the GOP: Kenneth W. Starr.

And the last thing Republicans need is to be perceived as a supporter of the man with the lowest favorability rating of any public figure involved in the Clinton-Lewinsky scandal.

Starr arguably did more damage to the Republican Party than to Clinton by taking the virtually unlimited independent counsel's mandate so far beyond previous self-imposed ...
