Brooke cleared of wrongdoing Counsel's HUD report lacks evidence against ex-senator

WASHINGTON -- A final investigative report released yesterday on corruption at the Department of Housing and Urban Development during the Reagan administration cleared former senator Edward W. Brooke of wrongdoing.

The report of independent counsel Arlin M. Adams concluded that investigators found insufficient evidence to bring charges against Brooke, a former Massachusetts Republican senator who became a housing consultant after being defeated by Paul E. Tsongas in the 1978 election. Brooke, who turned 79 on Monday, is now a Washington lawyer and lives in Virginia.
