Tug faulted in collision with tuna boat Coast Guard also cites crewmen, who drowned in hull, for not posting watch

In its long-awaited report on the collision between a barge and
fishing boat off Cape Ann late last summer that resulted in the
deaths of three tuna fishermen, the US Coast Guard yesterday laid
considerable blame on the tugboat that was pulling the barge.
The Coast Guard's 40-page report did find the deceased fishermen,
whose vessel was on autopilot at the time of the Sept. 5 collision,
partly at fault for failing to post a watch. But the inquiry
