THE HAGUE -- Should every hostile act against civilians in
wartime be made a crime?
The United Nations War Crimes Tribunal, which began its first
trial last week, thinks so. And certainly the target of the first
prosecution, a Bosnian Serb guard commander accused of ordering the
torture and mutilation of detainees, isn't likely to provoke
widespread disagreement.
But the tribunal isn't aimed just at punishing the most sadistic
killers, rapists and torturers in the former Yugoslavia. It is an
attempt to establish legal principles to govern future conflicts. So
