Battle nears on endangered species law

Signaling the start of a bitter fight over the country's most important wildlife protection law, House Republicans last week unveiled a long-awaited proposal to revamp the act that spawned national debates over the fate of spotted owls, snail darters and other endangered species.

The bill, which came under immediate attack from environmentalists, would reverse a recent Supreme Court decision that protects the habitat of endangered species on private land. The bill would also force the government to pay land owners for preserving rare plants and animals.
