WASHINGTON -- The signs appeared suddenly last weekend, wrapped
around trees and lampposts: "Emergency: No Parking. 5:00 a.m. May 22,
Until Further Notice." The hand-drawn placards may be temporary, but
the condition seems as permanent as a temporary tax.
Pennsylvania Avenue in front of the White House is Washington's
newest pedestrian mall. It is now closed to traffic after a decision
based more on clinical psychology than on politics. The security
perimeter around the president keeps widening, and no one feels
