Driven to distraction in Kiev Foreign cars make traffic police see dollar signs; any car is a challenge to navigate

KIEV -- It was the fourth time in a week we'd been pulled over by
the police, and by now the routine was familiar.
An officer motioned us to the curb. He outlined the alleged
infraction, which ranged from making an illegal U-Turn, to speeding,
twice, to having front tires that didn't match. Finally, he and our
driver negotiated the size of our bribe.
