Prince George's Retail Appeal; Development Sites, Income Levels Prompt 2nd Look by Some Chains

In the 1980s, when Nordstrom, Macy's, Saks Fifth Avenue and Neiman Marcus were opening stores in Fairfax, Montgomery and Anne Arundel counties, they bypassed Prince George's County.

Residents, public officials and business owners grumbled at the time that retailers were avoiding the county in part because of its large African-American population, despite its middle- and upper- middle-income levels. And when Woodward & Lothrop Inc. announced last month that it would sell or close two of its three stores in the county, it only added to the concerns of Prince George's residents.
