NANTUCKET -- Of all the bounties of the sea, many gourmets claim, no delicacy surpasses the bay scallop, and the acknowledged best-of-the-best are bay scallops harvested from shallow waters around Nantucket, Martha's Vineyard and Cape Cod between November and March.
