PHNOM PENH, Cambodia -- Order up a gin at the No Problem cafe and
listen to the gaggle of foreigners who have not been seen in such
numbers here for 20 years.
Few cities have suffered more in the last quarter century than
this once sleepy Mekong River port. The capital has gone from the
backwater kingdom of the 1960s to the American-backed republic
embroiled in the Vietnam conflict. The Khmer Rouge emptied the town
in the '70s, driving the population into the countryside. In the
'80s, Vietnam installed its own regime, and now Phnom Penh is the
capital of the transitional State of Cambodia.
