CONCORD - After an intense and negative campaign, voters in
Franklin last week affirmed their support for conservative
candidates backed by the tax revolt group founded by Brenda Elias,
Franklin's flamboyant mayor. But they did so by a narrow margin.
The contest for control of the nine-member City Council pitted
four candidates backed by the Franklin Taxpayers Association, a
group headed by Elias' husband, William Constant, against four
candidates supported by the Franklin Citizens Action Network. The
