BUFFALO STIRRING AGAIN MORE SALES, JOBS LINKED TO TORONTO'S OVERHEATED ECONOMY

BUFFALO - Thanks to a current phenomenon known as "Toronto spillover" and the future promise of US-Canada free trade, this gritty Rust Belt city is healthy and if not exactly lovely, at least growing again after 40 years of decline.

Not a disease, Toronto spillover refers to the jobs, population and retail sales that low cost, low tax Buffalo is gaining as a result of the overheated economy in Toronto, 60 miles away by freeway.

It's not unlike the gains southern New Hampshire made at the expense of eastern Massachusetts when the high-tech boom neared its peak a few years ago.
