4-H Clubs Test the Power of the Pen;Protesting Cuts, Virginia Youngsters Write to Governor, Legislators

Normally 13-year-old Virginia Young's 4-H club meetings focus on the finer points of raising swine, steers and sheep. But last week, Virginia and her fellow club members in Clarke County, Va., got a lesson in something very different: hardball politics.

Fearing that Gov. George Allen's proposed budget cuts would reduce funding for 4-H programs, the children wrote letters of protest to Allen and various state legislators.
