QUINCY -- When Quincy Junior College holds its 30th commencement, scheduled for today at Veterans Stadium, a class of 405 will have completed work at an unusual school that fills a special role.

%EC% It is unusual because it is a municipal college, not part of the state college system. Quincy's mayor, Francis X. McCauley, is to give the commencement address. As chairman of the Quincy School Committee, McCauley is, in effect, the college's chairman of the board.
