WASHINGTON - Rep. Barney Frank said yesterday that he will not run for reelection if he determines that the disclosure of his relations with a male prostitute and the findings of a House ethics investigation damage the causes he fights for in Congress.

While acknowledging that disclosures about his relationship with Stephen L. Gobie have already diminished his influence on some of the liberal causes in which he has played a leading role, Frank said he will base his decision on seeking reelection on whether he is detrimental to those causes.
