JAPAN'S TOP PARTY LOSES TEST AT POLLS EFFECT OF SCANDALS ON LIBERAL DEMOCRATIC PARTY SURFACE IN TOKYO VOTING

TOKYO - The city's seldom-used emergency public address
system crackled to life yesterday morning. "This is not a disaster.
It is an announcement. Today is Tokyo election day," a female voice
blared from thousands of loudspeakers throughout the city of 9
million. "Do not be alarmed."
Yesterday's election for 128 seats in the metropolitan
assembly turned out to be a disaster for the scandal-plagued
Liberal Democratic Party, and for that reason it is being looked to
as a harbinger of more trouble for the party that has governed
Japan for 34 years.
