LAS VEGAS - Ten years after he organized the Moral Majority to rally religious conservatives in the war on political and social issues, Rev. Jerry Falwell declared victory yesterday and announced his withdrawal from the day-to-day battles of American politics.

"Our goal has been achieved. . . . The Moral Majority is no longer needed," said Rev. Falwell, who also said that effective Aug. 31 he would formally dissolve the organization that came to symbolize the new political ambitions of American conservatives.
