TEMPLE PLACE IS LOOKING LIKE ITS OLD SELF

It was not all that long ago that Temple Place and West
Street were nothing more than sepulchral alleyways in the midst of
a downtown revival: Downtown Crossing was booming, luxury condos
were sprouting on the Common and developers were casting hungry
eyes on the rapidly fading Combat Zone.
But along these two so-called "ladder blocks" -- rung-like
connectors between Washington and Tremont streets -- stores were
shuttered, offices sat empty and pigeons had set up housekeeping.
