KOHL SAYS SOVIETS PROMISE TO FREE POLITICAL PRISONERS

Chancellor Helmut Kohl of West Germany said in Moscow yesterday that the Soviet Union has agreed to release all political prisoners by the end of the year.

American specialists on the Soviet Union greeted the news with enthusiasm but cautioned that the number will probably depend on the Soviet definition of "political prisoner."
