CANADA'S GEORGES BANK PROPOSAL HAILED

Canada's proposal for a 12-year moratorium on oil and gas drilling on Georges Bank significantly strengthens the case for halting the oil and gas lease sale scheduled for February on the US portion of the bank, according to those involved in the long debate over energy exploitation on the world's richest fishing grounds.

"It's a little bit embarrassing to have Canada get out ahead of us," said Rep. Gerry Studds (D-Mass.) "But," he added, "it does strengthen our argument here to do the same."
