DUKAKIS MISUSED IRS FIGURES IN SPEECHES

report. Gov. Dukakis misused Internal Revenue Service statistics that exaggerated the decline in voluntary tax compliance, even after the IRS pointed out his error to state officials.

According to a published report, Dukakis was incorrect when he claimed that national tax compliance had fallen from 94 percent to 81 percent over the past 20 years, a statistic he cited in speeches throughout 1986 and as recently as last April.

David Burnham, a free-lance reporter, pointed out the error in an article published by the Alicia Patterson Foundation this fall.
