MANAGUA, Nicaragua - Government work crews have cleared acres of brush this spring along the Masaya Highway on the outskirts of the capital to free land for Nicaragua's first cemetery dedicated to its war dead.

Five years into a civil war, it is a big project. There are plans for a monument bearing the names of fallen soldiers and talk of a permanent honor guard. The size of the site also reflects the extent of some expectations for durable peace Central America: There is space for 25,000 new graves.

"It will be just like Arlington," said Moises Hassan, the mayor of Managua.
