`People Problems' at Root of Civil Service Ills, Study Finds

Contending that the civil service "is no longer up to the job of managing what the federal government must manage," a new Brookings Institution study calls for overhauling the federal personnel system so that it can respond to budget cuts, downsizing and public-private partnerships.

"At the core, many of government's most important problems are people problems," the Brookings study found.
