IF YOU STUDIED World War I in high school, you almost certainly
learned that the victors imposed a cruel, crushing settlement on
Germany. The terms of the peace - especially, heavy reparation
payments - strangled the German economy, fomented resentment, and
laid the foundation for Hitler's rise. As The Economist put it a few
years ago, the Treaty of Versailles was "the final crime" of World
War I, and its "harsh terms would ensure a second war." But are
