As President Bush prepared to unveil a smallpox vaccination campaign today that would offer shots to the public on a voluntary basis, doctors who have recently worked with the vaccine cautioned that administering it would be complex and, in some patients, would trigger an array of side effects rarely if ever encountered with other inoculations.
