Mildew in the dining room an unwelcome guest

I have mildew on an inside wall of my dining room, but it isn't
your ordinary mildew; the fungus has penetrated the plasterboard, and
I think it's growing behind it, and the paper on the back side of the
plasterboard is deteriorating. I think the face of the insulation is
deteriorating, too. How can I stop the mildew and keep it from
coming back?
