In the old days, Gosplan, the Soviet planning behemoth, was the all-powerful command center of the economy, with tentacles that stretched from its stone headquarters on Karl Marx Avenue in central Moscow to thousands of factories and millions of workers.

Yuri Maslyukov was the last Soviet director of Gosplan, the last to try to manipulate the sprawling, ailing empire of Soviet industry and commerce. He was near the pinnacle of authority, a member of the Communist Party's ruling Politburo, when the Soviet Union collapsed in 1991. Today, the Communists are back, and so is Maslyukov. The ...
