Countries Blocking Plans On Burundi Intervention; Officials Rule Out Unilateral U.S. Action

Despite widespread fears that ethnic conflict and a looming civil war could spark genocide in Burundi, a detailed U.S. plan for international military intervention and a similar United Nations proposal have been blocked by opposition from France and other key countries.

As a result, there is no international plan for sending a response force if the central African nation topples over the precipice as its neighbor Rwanda -- tormented by the same ethnic divisions -- did two years ago.
