U.S., Allies Develop Cambodian Peace Plan; Hun Sen Would Have to Disarm, Allow Vote

The United States and its regional allies appeared tonight to
be closing ranks around a new Cambodian peace plan. It would force
strongman Hun Sen to allow the return of opposition politicians who
fled the country, to agree to some disarmament and neutralization of
his armed forces and to hold elections as promised next year.
The outline of the plan was put together by American special
envoy Stephen J. Solarz, who held talks with Hun Sen in Phnom Penh;
Prince Norodom Ranariddh, the co-premier overthrown by Hun Sen in a
bloody coup July 5-6; and other key Cambodian leaders. After a week ...
