ONE OF THE exceptional things about Garth Fagan Dance -- and there are many -- is the lengths of its principal performers' tenures. For instance, statuesque Valentina Alexander has been with the company 17 years; Norwood Pennewell, the rubber-limbed fellow who is also director/choreographer Fagan's assistant, has logged 19; and that serene oak tree of a man, Steve Humphrey, was there 27 years ago, when the ensemble was just starting up in Rochester, N.Y., as Bucket Dance Theatre.
