Computers' Tax Value Rethought; Business Gains Mean Local Revenue Losses

Washington area governments are responding to years of protest
from large corporations and high-tech firms by revising the way they
assess computers, a move that will save the companies millions in
taxes but will cut into local government revenue.
The dispute centers on how much a computer is worth as it
ages. Unlike choice wine, the value of a computer drops dramatically
as years -- or even months -- pass and new technology makes older
equipment obsolete.
Lawsuits filed across the country have accused governments of
