Tutsi Rebels Still Eyed With Unease; Some East Zairians Harbor Resentment

As rebels fighting to overthrow Zaire's government have swept across eastern Zaire in recent months, town after captured town has welcomed them. But beneath the surface of the seeming embrace lies a long-standing irritant: resentment among some residents of this ethnically diverse region toward the Tutsis who form the core of the rebels' fighting force.

The restiveness about Tutsi guerrillas is part of a complex web of regional ethnic enmity. The tensions helped ignite the insurgency last October but have not been obscured by the rebel victories.
