Zaire Braces for Impending Fall of Key City; Residents, Diplomats Look Beyond Anticipated Battle for Kisangani, Gauge Fallout

As rebels prepare to assault the northeastern city of Kisangani, Zairians and foreign diplomats said today that military and political power is continuing to slip away from the government of President Mobutu Sese Seko.

Among foreign and Zairian analysts here, the question of whether Kisangani will fall is no longer much discussed. The focus now is on what will happen to this massive, fractious country when it does.

Several analysts said the families of senior political and military figures are leaving Kinshasa, the capital, anticipating that the fall of Kisangani would suddenly end ...
