Child welfare fight erupts at hearing

SACRAMENTO -- It was supposed to be a hearing on the impact of the Child Welfare System Improvement Accountability Act that state officials hailed as a national model for measuring the welfare of the state's child welfare system.

But the hearing Tuesday afternoon quickly disintegrated into a verbal brawl, with directly opposing views on whether the state's system has improved or whether it is actually accountable -- one that escalated in the hallway outside the hearing room.
