Waukesha's getting ready to rumble with the Environmental Protection Agency in a cage match that could put a limit on that federal agency's overreaching ways. At the very least, the city's proposed lawsuit should send a necessary message to federal bureaucrats that they're partners of states and municipalities, not overlords.
