Paralegals and other non-lawyers put in 3,540 of the 24,895 hours three private law firms recorded in negotiating Wisconsin's tobacco company settlement.

Records released Tuesday show that 14.2% of the hours the three firms recorded were chalked up by either paralegals, law clerks or legal assistants.
