Plan cuts state income taxes 5% Average saving would be $118 by 2002; Key parts of GOP budget plan Here are highlights of the state budget plan from Assembly Republicans for Wisconsin's 1997-'99 fiscal period: TAXES An across-the-board income tax cut amounting to 5% by 2002. No increase in the state gasoline tax. Ends the "marriage penalty" on state income taxes. Ends the sales tax on candy, food and soft drinks from vending machines. Ends the sales tax on time-share property. Applies the sales tax to prepaid telephone cards. FEES Increases the annual $40 vehicle registration fee to $50. Increases truck registration fees 10%. Increases car rental fees to 3%. Adds 5% gross receipts tax on limousine services. Adds $500 annual permit fee to businesses that own jukeboxes. Increases fines for under-age drinking. CUTS Cuts $12 million in spending from 17 state agencies. A 5% reduction in state income tax rates over the next five years
was unanimously approved Thursday by Assembly Republicans, a vote
that virtually assures passage of the plan when it comes before the
full Assembly.
The measure also has the support of Gov. Tommy Thompson, whose top
aide described it as "an outstanding package."
Under the proposal, Wisconsin wage earners would see an average
cut of $23 on their 1998 income taxes. By the time the plan would
be fully phased in by 2002, the average tax cut would be $118.
Tax filers with incomes between $50,000 and $75,000, who make up
about 16% ...
