Democratic Party records show that John Huang started work as a fund-raiser and brought in more than $150,000 in contributions before he officially left his senior Commerce Department position.

According to government officials, Huang began a leave of absence from his job with the Commerce Department on Dec. 4, 1995, to take a position as vice chairman of finance at the Democratic National Committee.

He later resigned from the commerce job, but the resignation did not take effect...
