The 41/2-year-old girl came through the front door one day last week, ran to her mother, kissed her and snuggled in her arms.

Until last November, the child didn't know her true relationship with her mother and father she thought they were just the nice people she saw in church on Sundays.

The girl had been living with the foster mother who took her in shortly after birth, but she was reunited with her parents in January. The girl's case, which drew little notice until her removal from foster care sparked harsh criticism, illustrates some of the weaknesses in Milwaukee County's ...
