Horacio Boneo, a former director of the United Nations Electoral
Assistance Division who has observed or assisted in democratic
elections in more than 60 countries, will speak throughout the
Milwaukee area during October as the recipient of the 39th Gamaliel
Chair in Peace and Justice. The deadline for church groups and other
organizations to schedule appearances by him is Sept. 1.
His general theme will be "Elections: The Heart and Soul of
