Robert S. Walleigh, 84, who worked for the old National Bureau of Standards for more than 35 years before retiring in 1979 as a senior adviser for international affairs, died of pulmonary fibrosis July 24 at Manor Care Nursing Home in Chevy Chase. He lived in Bethesda.

Mr. Walleigh, an electrical engineer, joined the Bureau of Standards in 1943. He rose through the ranks, becoming an associate director and then acting deputy director for administration before serving in his last assign...
