Higher limit on campaign donations favors rich, 3-judge panel told

Washington -- The nation's new campaign finance law discriminates against low-income Americans because it doubles the amount that individuals can give a candidate, rendering small donations ineffective, lawyers told a panel of federal judges Thursday.
