A constitutional convention could shake up state

As local governments gear up for the next legislative debate over
shared revenue and brace for even greater state pressure to
consolidate municipal services and streamline operations, the
Alliance of Cities has come up with a novel proposal:
Convene a constitutional convention to write a new state
constitution.
The proposal was one of many agreed upon by a majority of the
alliance's 38 members representing the state's largest cities --
including Milwaukee, ...
