PTO President Charged With Embezzlement; Wife Is Also Accused In Leesburg School Case

The president of the Ball's Bluff Elementary School Parent Teacher Organization and his wife have been charged with embezzling $13,000 raised by the group, authorities said yesterday.

Gerald F. Kastigar, 35, and his wife, Marie, 37, of Leesburg, turned themselves in to investigators yesterday, said Capt. Clagett Moxley, a police spokesman. Each is charged with one count of felony embezzlement, which carries a maximum prison term of 20 years.
